查理．卓別林自導自演的第一部有聲片，此片拍攝於希特勒氣焰最為囂張之時，片中對希特勒大加諷刺的情節顯示了其道德勇氣可嘉的一面。劇情描述猶太人理髮師查理，因為獨裁者興傑爾對猶太人下達了逮捕令而東躲西藏。不料在奧國邊境時，卻被駐守在那裏的德軍誤認為他就是興傑爾，於是他趁機作了一場維護民主主義的大演説。該片並不是卓別林的傑作，理髮匠部分平平無奇，獨裁者部分則有淋漓暢快的效果，尤以地球舞一場令人歎為觀止。最後的演説內容精彩，但表現方式值得商確。...
